fix(frontend): 替换Logo、增大顶栏侧栏尺寸及全局字号
- 替换顶栏Logo为七牛logo图片(logo-qiniu.png)
- 顶栏高度 56→70px，侧栏宽度 226→282px
- 顶栏各元素字号增大约25%，头像26→32px，搜索框240→280px
- 侧栏导航项字号13→16px，分组标题10.5→13px，徽标10→12px
- 全局基础字号 14→16px

feat(frontend): 添加页面布局组件
布局组件：
- layouts/DefaultLayout.vue，默认布局组合
Layout 组件：
- components/Layout/AppHeader.vue，顶部导航栏（品牌、环境标签、搜索、用户信息）
- components/Layout/AppSidebar.vue，侧边菜单栏（导航菜单项）
- components/Layout/AppMain.vue，主内容区容器
布局结构：顶栏 + 侧边栏 + 内容区（CSS Grid）

- 创建前端 Vue3 项目目录结构（components、views、router、stores 等）

- 添加 .gitignore 忽略规则
- 添加 Makefile 构建脚本
- 更新 README.md 项目说明文档
- 每个目录添加 .gitkeep 文件说明目录用途
