mac	699eaa5225	feat(delivery): add HTTP handlers and route registration ... Add DeliveryHandler (7 endpoints under /auth/api/v1/delivery/*): CreateMySQL, List, Get, Cancel, Targets, CreateTarget, UpsertQuota. Add ExecutionHandler for internal service callback.
