feat(frontend): 添加监控日志告警页面骨架

页面：
- views/monitor/Monitor.vue，监控/日志/告警

功能：
- VictoriaMetrics 指标概览
- Zabbix 硬件健康状态
- 日志 + 统一告警展示

数据源：VictoriaMetrics、Zabbix、ELK、夜莺（Nightingale）
